What does Non Runner No Bet mean? (NRNB)

The closer the Cheltenham Festival gets the more bookmakers are willing to replace their standard ante post betting terms with an offer called non runner no bet. This means the bookmakers in question will suspend their ante post betting markets and introduce this non runner no bet stipulation.
